Ok, yes that advice still stands although it's no longer necessary. In 2.3.1 the improvement that was made was that if you're on XenForo 1.5, checking that permission returns false regardless of what you set it to.

Using XenForo 1.5 tag system, your members can now set profile tags and be seen in the search results when tags are searched. This can be disabled per user/user-group permissions and there's also a permission setting to let your members manage other members tags.
In your user essentials options category, there are now options to control if watched threads and conversations pages will include the account wrapper template around them.

Thanxx for the explanation, I figured that was how it worked…for now.
I have a similar MOD running on vB3 (vProfile Tag) at present, which allows users to enter their State/Country into a Custom User Profile Field then click on that link to see a member list who share that same State/Country. So, in converting over to XF I'm looking for some sort of way to duplicate that feature…and when I saw 'profile tags' it certainly caught my attention.
One day, when/if XF (or an add-on) could separate the Standard Tags vs. your new Profile Tags it seems like that might work towards a solution.

- Bug fix related to saving Personal Details if the user does not have profile tagging permissions.
