Are you using a package? You have to use a package and set the settings accordingly in the package. Once you have done that, edit the ads and select the package you have created. The ads will inherit the package settings so instead of setting the position and other options for each ad individually, do that in the package.

How to show The Ads Manager tab for advertisers? What do User Criteria, can view ads? What do Advertiser Criteria, can use ads?

Added one Package with Enable Package for Advertisers and Enable "Advertise Here" link but sitll are does not show, Does not showing The Ads Manager tab for advertisers.

Inline popup is when the popup is triggered by a mouse click event. I don't know how you want to implement it but you can probably do it with custom code ad type if you have a JS code for it.
Advertiser User Groups allows you to add the users who buy ads in a custom user group until their ads expire.
