I just tried to add a media using an image url: https://xenforo.com/community/media/add
But got this error:

It isn't a bug, it is the appropriate response when an image can't be loaded. I received the same thing as Chris.

I get the 403 as well. Our server gets the 403 too.

That will be the issue. I don't know the rules the person hosting that image has applied regarding who can access it but they have applied stringent limits.
