I always use full package. But anyway, a question - For XenForo 1.5 to XenForo 2.1 upgrade do I download full package or upgrade package? Thanks!

Upgrade is to upgrade an existing installation.
Full is to do a fresh install.

Upgrade package is definitely the recommended approach for any upgrade path.

Thanks, I just need more information. What is the actual difference between the packages? If I use full package will not it work? Is it a 1 file or 100 file difference?

It removes the data and internal_data directories as some FTP clients may overwrite your existing files with that empty directory.

But regardless of whether that works or not, the advice is still to use the upgrade package because you're performing an upgrade.
