XF 2.0 Upgrading from XF 1.5.21 to XF 2.09: do I want the full install or the upgrade package?

I downloaded the full package of XF 2.09 and Resource Manager 2.02 but now I'm confused.

Is this considered an upgrade? Should I be using the upgrade versions of these downloads?

Found the answer:

Before downloading, ensure that the Download the upgrade package only option is selected.

The full package of the core software is only ever used for a brand new installation.
