That's the permission. If you have that set and still can't see the upload button, do you have an add-on that changes the editor buttons?

After update smiles are now (Big) .... How can i fix that?

How are they looking in thread editor? From what I see those are custom smilies that are bigger by default.

When I click on the chat link it sends me to a page that says, "You haven't joined any rooms.". How do I have it send users to the browse chat rooms page instead?

I have it set to a room, but it still sends users to the following room.

That option will not affect users who have interacted with the chat before (changing settings).

Updated to 2.0.17 and lost the ability to click the minimized chat box at the bottom that pulls it up to see it.

What do you mean by "lost the ability"? I'm using the latest version on the demo site and I don'tr see any issues with it.
