XF 2.1 cannot create template modifications

I've enabled debug mode in the config.php file, and i can see the debug info at the bottom of the page both in the admincp and on my website.

When I go to 'template modifications' in the admin cp, there is no button to create a new template modification.

I only have the addons UIX, s9e, and the UI.X Dark 2 theme activated. I've cleared my cloudflare cache.

What am I doing wrong here? Seems no matter what I do I can't get the new template modification button to appear as it is mentioned in the xf 2 manual.

Same for me yesterday with my friend. You need this line in config.php :

$config['development']['enabled'] = true;

It's weird... I can't edit my template modification in 2.1 even with the debug mode activated. What's wrong? 😳
