XF 2.3 Pressing Add template modification button resulted an Oops error.

That's the first Template modification I tried to add and I was using the admin account.

Template modifications are intended for add-on developers, and creating them requires development mode to be enabled.

I would try setting it in config.php instead. If that works, it's a bug or limitation of the add-on. If it doesn't, I have no idea why as that's the only permission check aside from having admin style permissions.

If it’s an issue with the addon then it’s a conflict with the server setup, I still use this exclusively on my production site and development site without issues.

I switched to Andy's https://xenforo.com/community/resources/development-mode-options.8451/ and it works. I'm using it instead of do it manually with config.php just because I'm already a paid user of Andy's add-ons.

Using XF 2.3.6.

That's nonsense, they both do the same thing, just a bit different, OzzModz one just checks if the user has permissions to use the addon.

I did glance over the original add-on and it seemed fine, but indeed it does check some additional things.

I gave it another chance by uninstalling both add-ons and downloading and installing OzzModz again. Same permission problem.

Disabling all other add-ons with only this add-on on even hinders the Add template modification button.

Doing the same with Andy's add-on can add template modification without problem.

You are probably not assigning yourself the permissions that are in the addon to enable the options for you to use.

In fact I've used this add-on for years without issues. I just got this problem with this fresh server.

Ah. Got it. There's an option in user group permission... now it works!
