XF 2.0 Can't find "Add template modification" button

These 2 docs reference this button yet I cannot find it...

Have I completely lost my mind or has it disappeared? I do not see it anywhere on this page: /admin.php?template-modifications/

Yeah, it's simply not there. And I've quadruple checked that I have:

$config['debug'] = true;

So strange. Debug mode is definitely enabled because I get a warning about it when I "rebuild" an add-on.

Add:
$config['development']['enabled'] = true;
