XFRM does not respect allowed file extensions

Getting an error when trying to attach non-image file as resource:

The extensions you have authorised concern the files of the resource itself, not the files of the message accompanying the resources. These are the same as those of the classic messages.

Hmm, that is possible if the resource was "fileless" - I can't tell right now.
Users reported being unable to upload a zip file.
Is there any way to post an updated version of a "fileless" resources to have an uploaded resource file?
