However, I must add that forum admins are uptight about wanting to have quality content on their forums, all the while rejecting the notion of wanting AI-generated content on their forums, to defend their position on why a feature as useless as a GIF that is sub-par quality, at best, when used to convey a standalone idea shouldn't be dropped.

People want high quality content to build a community, as organic content builds discussions and leads to more content.
You may be able to use AI content to generate a first topic... But to continually respond and have a good discussion is currently impossible, thus making it counterproductive to building a good community.
AI is also very prone to hallucination, pushing incorrect or dangerous information, and the legality of how certain models are trained is still problematic. Open AI for example has used data from one project I am involved with, and a lawsuit is being pursued due to it intentionally ignoring the license required to use that data outside of the scope of the free license.
I mean, if your site is low quality garbage, and you have no activity, use AI and hope you can overcome the lack of feeling of having a community, I guess. But that goes counter to every successful site I've ever seen, and just like fake users or paid posts, I am unlikely to see a successful site built with this method

I do not get why you have a hangup about GIPHY? Did it sleep with your spouse? Did it kill your dog, and you're going John Wick on it? If you dislike it, disable it on your site and be done with it. It is actually probably
more work to remove it than it is leaving it in. And the sad reality is, most people probably wouldn't even use it as much in this thread if you weren't hyper fixating on it for some unknown reason.
