This is dependent on what you select for the "What's new navigation style" style property. It will not be displayed if you use tabs navigation. (I thought we had this in the explanation for the widget position, though it looks like we don't.)
I didn't even know that property existed. I found under the Style Property "Miscellaneous," though, during a search. I still wish I could simply add widgets to the right side as I do the forums, for example. Looks like I must add a new Page and widget it up.
