Users with status of Email Invalid (bounced) unable to post replies (says you do not have sufficient permissions).

Bug or feature? Way to change?

Very confusing and unexpected behavior, especially if your forum doesn't require email confirmation to register in the first place. The error message itself says nothing about the reason being their email has bounced (granted there is a system-generated notification at the top of every page saying their email has bounced).
 
1. Isn't this a matter of setting permissions?

2. Not sure what you mean by a "reason being their email has bounced". Isn't that pretty obvious? The welcome email could not be delivered to the stated address.
 
1. No. There is no such permission.

2. You are assuming email confirmation is required. It is an optional setting, so their account is active then they are unable to post with no explanation. I would agree if email confirmation was turned on and their account wasn't active, there would be no expectation that you could post (since you haven't activated your account yet).
