XF 1.4 User promotion not applying to all users

Hello. I have two user promotions in my XenForo 1.4.5 and only one of them works.

I have rebuilt trophies cache as suggested here and also the user cache and I run the cron entry manually.

• Promotion is active.
• Add to user group foo.

Configuration:

• User Groups -> User is NOT a member of these groups: Administrators
• User Profile and Options -> User is the following gender: Male

Am I missing something?

Update: it has applied to some users , but not to all of them.

User group promotions will only apply to recently active members. If you want them to apply to all members, rebuild the User Group Promotions cache in the ACP.
