User group promotion not working

I'm trying to help another member with a problem. I just ran a test on my forum and I can't get user group promotion to work either.

In my test I have selected a secondary user group "Restricted"

Next I have selected "Email is invalid bounced.

And user group is not (any of my active groups


No other criteria has been used. I run the cron for user group promotions and no users get moved to the restricted group and there should be about 1600.

Either this is not working or I'm not understanding a criteria to make it work.

Promotions only apply automatically to recently active members.

To apply it to all, run the Rebuild user group promotions task in the Rebuild caches menu.
