XF 2.3 How can I avoid user group promotion if an upograde is active?

I have been trying for a long time to solve the following problem. I have set up regular user promotions, and it works quite well.

When a user upgrades their account, they are assigned a BADGE, etc., indicating they have upgraded. BUT after some time, this gets overwritten by a regular user promotion, and it no longer shows that they have an upgraded account!

I then have to manually remove the promotion so that their upgrade is visible again, but as soon as the user is promoted again, the issue starts all over.

Is it not possible to stop a user promotion for accounts that are upgraded? And how can this be done?

I'm pretty sure you just need to make sure the user upgrade user group styling priority is higher.

Yes, higher numbers have higher priority so 1000 would override 900.
