XF 2.0 User group promotion don't appear to work

I created a user who is in the Registered user group, has been registered for at least one day and has made one post. This user should be promoted to a new group but I can't seem to make it happen. I have run the user group promotion manually on multiple days. Your assistance is appreciated.

Try making a second post and let the cron run automatically and see what happens. Also it may be because the forum is closed down?

I had the same problem on our beta forum.
As I recall correctly I just ran the rebuild user caches.

This was resolved by making a second post as the user. jeb35 nailed it. Initially, I had incremented the user's message count by one via the admin panel but that did not work.
