Not quite sure if this one is a bug. But I created a new account to test the welcome message and see what it looks like as a preview is not offer in the control panel. Upon creating the account and manually validating it via the Admin CP, the conversation didn't arrive in its inbox. I'd say it's because I manually validated it and didn't confirm the email the normal way. This could be a bug as users who never receive an email will have a problem not receiving the welcome message when an admin manually validates the account.
As it stands, this is as designed. We don't trigger various actions when they are manually created in the control panel (or if their state is manually changed). These actions are only triggered with front-end registrations (or if there are manual approvals, via the standard front end approval system).
