XF 1.5 Start welcome conversation on registration - not working

I make "Start welcome conversation on registration" that my user's can recive welcome pm/conversation.
But my new user's do not get anything. Do i do something wrong?

Did you approve the user you tested with? The conversation will only be sent when the registration is completed.

I create account for check, i approve it and i didnt get any conversation!

I approve user in AdminCP/User/Edit user
I just change in User state - valid, maybe is there other way for approve registration

Yes, that's not the "normal" approval flow. You would approve the user under "users awaiting approval". There's also a link into that page when needed from the public side.
