Add-on Soft Ban

An add-on that changes banning behavior:

Banned users can still view the forum, download attachments etc... they just can't post. I don't care if banned users browse the site I just don't want them posting anymore.

Or

Give option to ban or soft ban users, soft ban = can't post or interact but can still do everything else such as viewing the forum and downloading attachments. Regular ban remains the same.

At it's most basic level, a soft ban could just put them in a secondary "soft banned" user group that removes the posting ability.

You could create a user group doing exactly this and assign users you want to have "soft banned" to it.
