I agree. Encouraging piracy in any way, shape or form for whatever reason is unacceptable.

I'd not even seen a public warning before! I had to go onto my test site and warn someone to see you could make it public

What XenForo feature is showing that orange banner above the post? Can mods add those to posts?

Its a public warning, you can do the same on your board by warning someone, you will get a option to make it public or not.

Edit: To be more precise, it is under the Content Action tab after you click on warn
