It looks like they have been issued with a public warning for that post, so I don't think the Dev / Mod team take it lightly

Why is it even allowed to stay?

I have seen posts deleted many times for strange reasons, yet that one will live?

It has been allowed to remain so that the warning is visible to all.

I'd not even seen a public warning before! I had to go onto my test site and warn someone to see you could make it public

hmmmm I might need to enhance the warning container and area I obviously overlooked. *ventures onto site and publicly warns test account*

What XenForo feature is showing that orange banner above the post? Can mods add those to posts?

(not a XF admin, pardon noobiness)

Its a public warning, you can do the same on your board by warning someone, you will get a option to make it public or not.

Edit: To be more precise, it is under the Content Action tab after you click on warn
