RM 2.2 Resource Manager preferences turned off to Registered Members

Resource Manager preferences are turned off to Registered Members but they still see the "push" "alert" options exists in their Preferences. To ovoid confusing members, how do I remove that while I am in development with the Resource Manager?

As it stands, there aren't any permission controls over what alert opt outs appear in that list.
