XF 1.5 Reports - User not getting feedback

How do I (admin) send the user who reported something a note on what action has been taken. I thought it was in the resolved option box. But just tested it and user doesn't get a message, is it an alert?

You put the message in the Send resolution/rejection alert box (not the Comment box below that as that is only seen by moderators):
