XF 1.4 Reply Ban Permission issue

My mods aren't seeing it pop up in the "Thread Tools" with their permissions set to "Moderating" and I don't see anywhere within the admin to change the permissions in that group. Just wondering if there's something I'm missing? It comes up under mine and I'm set up as an Administrator, but it's not working under that usergroup.
