Just a suggestion..... I've thought about getting this addon custom made before but with some differences you might want to consider.
Just referring new members doesn't mean much if those new members don't participate.
So, assign points based on what the referred users do. For example, total up not only the number of users, but also total up the number of posts with more then 100 characters in them that those new users made. (so we aren't counting 1-2 word fluff posts)
Maybe assign points for each photo uploaded by the new members. Maybe assign points if the new members create Showcase items. Maybe assign points to how many days those new members login to the site. (so a new member who comes to the site every day gets more points that the member who just signs up and never comes back)
Stuff like that. Basically, measure how active to the site those new members are and rewarding the user who referred them. I would rather have 5 new very active users then 50 inactive users.

). Not good, obviously many try to cheat in contests, once they are banned or deleted to disappear from top 10 as well.
