Yes, I realised there is something up with the quotes, but why would this happen?

It's something the user would have had to have typed in (or at least, the browser/some software would have had to change it, but normally it would only do this in pairs).

Yes, that's why I presumed it was a bug because why would a user do that?

There's nothing in XF that would do that.
