XF 1.3 Notice Titles - Wrong title showing with wrong notices

I have 5 notices setup. Two show to guests only, two show to members only, and one shows to both.

When I view the site as a guest there are three notices that rotate through automatically. The current notice is highlighted with an arrow on it. The problem is that the wrong title is highlighted while the notice is being show.

This is only happening with guests and now then the members are seeing the notices.

We can't find any reason why this would be happening. Any ideas?

I have been unable to reproduce this on my test forum.

I suggest testing using a default style with addons disabled. If the problem persists then submit a ticket with logins:
