Not a bug Move Thread Overlay Height

I think the Move Thread overlay by default is the same height as Reply Bans overlay + 1 banned member. Not a big issue actually because the Move Thread overlay can't get any taller, but on some styles I can imagine the overlay overflowing vertically on smaller displays.

The "acceptable" level is a bit more than just the 400px from overlayScroll, as there are potentially some situations where there may be parts outside the scrolled area. This overlay comes out as about 490px by default, so I don't think it explicitly trips the level of needing a scroll.

That said, I have added another tweak that selects fixed/absolute based on the height of the window as well as other elements.
