As designed Moderator bar shows but it shouldn't

Just updated my forum to XF2. Reports now goes to forum.
My moderators don't have permission to approve /reject users. They say that they now see the moderator bar with only that choice. It shouldn't be seen because they can't do anything in the moderator bar.

Are you sure they are not seeing it for the approval queue? That is for approving content.

Has this changed, there is 13 users and 1 thread at the bottom, before the queues where separate?

If you have permission to approve users and threads/posts, yes they will all be listed on the same page. Your moderators are only going to be able to see the threads/posts awaiting approval of they don't have the Approve / Reject users permission.

As stated the approval queue (new name for the moderation queue) is now mixed and supports normal content and user approvals. There's no concept of preventing access to the approval queue entirely and it supports such a wide array of different content types with different permissions so it would be unfeasible to do hide it conditionally so it shows to all moderators.
