yes it is best practice to connect your modem to the first of your splitters on one of the lower rated legs.
Splitters that go two way usually have two legs that are rated for -3.5 and three way splitters usually have one leg rated at -3.5 and two at -7 and you want the lowest possible for your modem. If you have multiple splitters you should try to balance it and make sure no device in your home by math is higher than -20 to -24dB total once you add up all the dB's on the wire where you are about to plug in to a device.
