XF 2.1 Emoji/smilie tooltip not loading on localhost

Nothing happens, the tooltip stops at Loading...

OS: Windows 10
Browser: Chrome v71.0.3578.80

I can see the following error on browser console:

If you have any add-ons enabled, particularly any which were used in XF 2.0 to modify the editor toolbars/buttons or similar then these must be disabled.

Aside from that, if you go to http://localhost/xf21/index.php?editor/smilies-emoji do you get any errors in the output there?

It certainly seems to be some sort of server error because ERR_CONNECTION_RESET implies that the connection was closed without receiving a response from the server, so you could be hitting some sort of limit.

It is a clean install with no add-ons installed.

If you can say what limit exactly, i can try increasing that. I too believe it is some kind of limit causing the problem since it doesn't happen on online server.
