Not a bug Email templates css is hard-coded

The css in email templates is hard-coded.
It makes it very difficult to customize, since the email templates are not style-based.
Which means that if I'll change the templates, it all will be reverted after upgrading the forum to newer version / rebuilding default data.

Is it possible that the css will be controlled by style properties?

This has been reported before and is currently as designed, so isn't a bug.

There is no problem editing them. There is a problem editing them and keep them edited when upgrading.
