Great release!

This makes digests problematic to use:
Change: Digest is now sent no earlier than 12 noon and no later than 19 (server time)

The objective makes sense, but my server is on Europe time, while my members are in the US. Which means digests are sent between 4AM and 11AM in the morning. Please add a setting or revert this change.

It is not possible to add a setting as the cron job runtime cannot be controlled that way. You should change the time zone - I’m not sure if it runs on the actual server time zone or the XF guest time zone.
 
Feature: Amazon SES Bounce Rate, Bounces and Complaint Rate integration with Daily Stats
the daily stats now have Number of bounces, but no Bounce Rate, Complaint Rate yet. Will it take some time for it to show up or can I trigger it somehow?

I don't know, the API returned data for me and I don't know if anything might be blocking it for you. Make sure the API token can access the data.
