XF 2.1 Content Must Have 10 tags

Where is this setting or what did I mess up?

ACP content tagging i think

There is only a Max content tags per user setting which is set at 10.

Probably the "Minimum tags" setting on the forum itself.

in forum settings, go to ACP find that forum and change option
