XF 2.1 Can't upload videos in XFMG

How big is the video file? There are upload limits in PHP which I don't necessarily think are being triggered (though it could be), but there are also web server/reverse proxy limits that could be triggered.

Try uploading a small video (no more than a couple megabytes) to see if the behavior is different.
 
The video size I am trying to upload is: 41.0 MB (43,042,709 bytes)

I uploaded another video with the file size of "54.3 KB (55,667 bytes)" and it worked.

That is a different PHP report than what you initially posted. (My email cache has the low php limit saved). Your limits were 160M before. After the change was the server / Apache restarted?
Changing the PHP settings in the .ini file do not take affect unless the Apache service is shutdown and restarted.
Also, not real sure about the 3G setting. Try 3000M
