XF 1.5 Banned members not receiving conversation notice

Not sure if this is an issue, bug, or suggestion, so posting here initially to see what transpires.

Currently, when we issue a warning, a conversation is also generated. If the warning results in a ban, the conversation notice is never emailed to the user.

Is this by design?

Banned users can't read PM's but can, it seems, see the email text.

Right. However, in our case, the notice is not being emailed to the user.

I wouldn't go as far as to say it's "as designed", but not sending conversation emails to banned users is as designed, and the warning application will happen before the conversation is created, so it is generally as expected.
