XF 1.4 Avatars not uploading after VPS transfer

Trasnferred from shared hosting to a VPS. Copied my entire public_html onto my VPS, everything works as it should apart from animated/normal avatars, people are stuck with the ones they have currently, when you try to upload a new avatar, it says its uploaded and just refreshes to your current if you delete your avatar and then try to upload a new one it just refreshes again back to your previous avatar.

I have imagemagick with the PECL extension for PHP installed and running on my VPS as the current avatars people have that are animated (.gifs) do work, they just can't be changed for some reason, the folder permissions for data and internal_data or 0755 so I'm really lost on what is causing the issue.

Have you confirmed that the permissions for /data and /internal_data have been applied recursively, to all sub directories?

I've got the same problem on my forums except I'm on a windows server running Coldfusion as well as PHP. What would be the appropriate read, write, and excute permissions for Owner, Group, and World?

It depends a bit on server configuration. The easiest is to give "Everyone" full control.
