It's fairly clear, click on the underlined text for explanation on what starter, lite, premium etc are.Not very clear for me. Is there not a more detailed page?
It's from the floating bar, that's the point of it, it's available right throughout your site. You can also embed chat rooms and private chat into a XenForo page.And can users only start to chat with the floating bar? Can this be deleted? How does a chat between two users start. Can this from the member card? Or is evrything from the floating bar?
As long as there are no real usergroup permissions performance and security will always remain a problem.
If you host a chat party and a lot of people attend and even people that should have no permission, then it will quickly be too much for a server. That was my experience with ArrowChat a few years ago and I had the same problem with cometchat in the last 3 years.

No one can see the chatbar on my side any more even with clean installs, no matter what I do.

Well I am rolling back, at least that worked.
You really should set up a test site. I have one and always do any upgrades (Arrowchat, XenForo etc) on there first to check that they work or not. If there are problems then your live site isn't affected. In this case, I'm very glad that I have a test site as my users can continue to use the previous version of Arrowchat and haven't been affected by this issue.Even a roll back is proving problematic. Sigh
