Fixed Add horizontal rule in Content tagging

Add horizontal rule in Content tagging to be consistent with News feed and Search options in Setup > Options. See screenshots.

Thank you for reporting this issue. It has now been resolved and we are aiming to include it in a future XF release (2.1.1).

Change log:

For consistency with similar option groups, separate the "Enable content tagging" option from the other options on the page.

Any changes made as a result of this issue being resolved may not be rolled out here until later.
