As designed Disable global Content Tagging but still add new

As title. I have disable the option Enable content tagging. But in ACP page. I still see the form allow me create new tag. It should be disable Completely

It's arguable that you might want to disable tagging in order to manage some of the tags and stuff. Generally disabling things is implied to affect users but not always administrators.

I think this could be as designed.

I dont think that. When you disable tagging which mean you dont want to use anymore. So why it allow add new? Manage exising is normal but create new is confuse

We don't generally disable access to ACP management features even if the public facing side is disabled. As such, this is as designed.
