XF 2.0 Why can't admin ban?

I'm new to XF2 and the usergroups are very confusing.

My Super Admin account, which also has the "administrative" usergroup and the "ban users" option enabled still can't ban.

I have to add my account as a Super Moderator in order to ban someone. Shouldn't a Super Admin be able to ban? The "Administrative" usergroup also has "ban user" enabled, but that appears to do nothing.

Why is this setup like this? It seems to be overly complicated for no reason. I just don't get it.

If you want to ban someone as admin, you have to do it in the admin interface. You won't see the option in the frontend. Instead, there will be an option to "edit" the user, which will lead you to that admin interface.

Or you can ban via the warning system by setting the numbert of points for a ban and then applying a warning with thaat number of points.

Thanks everyone. I can at least understand the logic behind it now, but just seems to me Admins should still have all the privileges of a SMod has plus more. Guess it'll take some time to get use to it.
