Well it is closest along with Dragonfly's continual input that reveals this tool. The correct term for this is "Carpet Seaming Roller" , a seamer would probably be a loose term for the seaming iron.It's a carpet seamer.
For joining 2 pieces of carpet together to get the fibres to blend into each other and make the seam disappear.
