What all does Bypass User Privacy entail?

by default, Bypass User Privacy is selected for all admins.

I promoted a mod to admin and these are the only permissions I've given her so far.

I allows you to see hidden members, access profiles of members who have set it to followed members only, etc.

It's not an administrator permission though, it's a moderator permission.

What is the "etc"?

Bypass user privacy is not mentioned anywhere in the manual - at least it doesn't come up in search.

And what is the reason behind the decision to leave it out of the manual?
 
Sorry for the necro.

Does this allow people to see the date of birth for members who have it hidden?

Our board has an age requirement (25) and currently it is not possible to give our moderators access to check the age of prospective members.
