XF 2.1 What are the explicit permissions granted when "bypass user privacy"

It just allows a administrator or moderator (with that permission enabled) to see details about a user that they have chosen to hide.
Viewing User Profile or Viewing Details on their Profile Page, etc.
Seeing when they're online (even if invisible)

It doesn't allow you to view private messages, etc.
