Manually validating from the approval queue? Or from the Admin CP?
We've never sent the welcome email when approving users (by changing their user state) in the Admin CP.
In terms of the approval queue, the code here hasn't changed in 2.1. There are some unrelated changes with the approval queue, but nothing that would prevent that email from being sent.

Changing state from Awaiting Email Validation to Valid in Admin CP.
