I have a forum on vBulletin 4.2.5 with russian content (themes, messages, statuses, etc.). The data in database a presented in a strange form (cp1251 in UTF-8 I think).
For example:

If I'm trying to import data from vB to xF, I'm getting a text in UTF-8 charset but presented in as on a picture above. I tried to change charset if "Force encoding" field but this didn't bring any results.
What can be done in this case?

Sorry for my bad english.

There are some character set issues in the current importer system (one of the reasons they're considered beta). These should be resolved in 2.0.2. The changes are fairly significant.

The recommended workaround in the mean time would be to import into 1.5 and upgrade to 2.0 afterwards.

That would certainly seem to either be an issue with your database dump, or some specific elements with the "force character set" value. Generally, with something like this, you want to try using "latin1" as the forced character set.
