Using target=_blank

I have an extra NavTab with the following link:
<li class="navTab PopupClosed"><a href="http://www.oftr.ca/page.php?id=312/" class="navLink">Join</a></li>

I need it to open a new window so I added target=_blank, but it still opens in the same window.
<li class="navTab PopupClosed"><a href="http://www.oftr.ca/page.php?id=312/" target=_blank class="navLink">Join</a></li>

Is my syntax wrong?

Thank you. target="_blank" works fine.

I played around with it a bit and found that target=_"blank" and target="blank" also worked.

w3schools are good for reference, not much more. Much of the material there is dated and some is plain wrong.
