XF 2.2 Users not being downgraded when upgrade ends

Users are not being removed from secondary group when paid upgrade ends.

I tested this on my account. I paid for an upgrade, got the secondary group automatically, the upgrade subsequently expired, but I'm still a member of secondary group.

If I run the cron this doesn't downgrade my account either.

Upgrades and downgrades apply to recently active members only.

It will apply the next time they log in.

That didn't work. Expired user group still applies.
