Not a bug {username} in phrase not working

I posted about this here but thought I'd check if it's a bug as the functionality is not the same as xF1.

In xF1 I used {username} in the reported_thread_title phrase to pass the username of the person being reported through. It doesn't seem to be working in xF2. Is there an equivalent?

It's not exactly a bug. Only the title is available to this phrase and we can't really guarantee that any values other than the ones used in the phrase are available to it.

As of this time, it would take an add-on to change this.
